The support will facilitate access to finance for enterprises developing strategic technologies and high value-added manufacturing
The Fund of Funds (FoF) announces the launch of an open procedure in accordance with the Public Procurement Act for the selection of financial intermediaries for the implementation of the financial instrument “Capped Portfolio Guarantee for Strategic Investments” under the Competitiveness and Innovation in Enterprises Programme 2021–2027 (CIEP), co-financed by the European Union.
The instrument is among the first financial mechanisms in Bulgaria aimed at supporting investments in strategic technologies under the Strategic Technologies for Europe Platform (STEP), as well as strengthening industrial capacity in the field of defence, with priority given to dual-use products and services. Its objective is to encourage investments that enhance the competitiveness of the Bulgarian economy, accelerate the deployment of critical technologies and contribute to the strategic resilience of the European Union.
The financial instrument has a public resource of EUR 40.2 million and is structured as a capped portfolio guarantee. The guarantee covers part of the credit risk assumed by the selected financial intermediaries when providing investment loans, working capital loans or financial leasing to final recipients. The mechanism is expected to enable the selected credit and/or financial institutions to build a financing portfolio of nearly EUR 200 million.
Through the guarantee, the selected financial intermediaries will provide financing to final recipients under alleviated conditions, including through reduced financing costs and/or collateral requirements.
The support will target enterprises implementing investments in the following areas:
digital and deep technologies;
clean and resource-efficient technologies;
biotechnology, including critical medicinal products and their components;
defence technologies and industrial capacity, with priority given to dual-use solutions.
The investment period extends until the end of 2030.
