Fund of Funds launches market tests on debt instruments targeting the fisheries sector, young people under 29 and social enterprises

Fund of Funds has launched market tests in connection with the structuring of debt financial instruments. The total public resource amounts to EUR 23.37 million, co-financed by the European Union under the Maritime affairs, Fisheries and Aquacultures Programme 2021–2027 and the Human Resources Development Programme 2021–2027.

The financial instrument under the Maritime affairs, Fisheries and Aquacultures Programme 2021–2027 has a total budget of EUR 6.17 million and is aimed at supporting the development of the blue economy, the sustainable use of marine and inland water resources, and the implementation of Community-Led Local Development (CLLD) strategies.

The financial instrument under the Human Resources Development Programme 2021–2027 has a budget of EUR 17.2 million and will support start-ups and entrepreneurial initiatives, including by promoting self-employment, the development of the social economy, and the labour market integration of vulnerable groups and young people under the age of 29.

The support will be provided through debt instruments incorporating risk-sharing mechanisms and/or guarantees, with the possibility of combining them with grants.

The market consultations will cover key aspects relating to market conditions, the structure and parameters of the instruments, as well as the indicative financing terms, including loan size, maturity, pricing conditions and eligibility requirements.

The consultation meetings for each of the two instruments will take place between 30 March and 9 April 2026 at the offices of Fund of Funds (5 Lachezar Stanchev Street, Sopharma Business Towers, Building A, Floor 5, Sofia), following prior registration via the following link – HERE. Participants will have the opportunity to discuss either one of the instruments or both within a single meeting.
