The Fund of Funds Announces a Selection Procedure for Financial Intermediaries for the Implementation of the Financial Instrument “Portfolio Guarantee with Loss Cap for Circular Economy”

The Fund of Funds (FoF) announces the launch of an open procedure under the Public Procurement Act for the selection of financial intermediaries for the implementation of the financial instrument (FI) “Portfolio Guarantee with Loss Cap for Circular Economy”.

The public resources allocated to the FI amount to EUR 112.7 million, comprising EUR 71.2 million for the portfolio guarantee and EUR 41.5 million in grants under the Competitiveness and Innovation in Enterprises Programme 2021–2027, co-financed by the European Union through the European Regional Development Fund.

The portfolio guarantee will cover up to 80% of the credit risk on loans provided to final recipients (FRs) for financing energy and resource efficiency measures. The financial institutions selected under the procedure will be required to provide funding by building a loan portfolio exceeding EUR 350 million, which will be used to finance SMEs and large enterprises implementing circular production models under preferential terms.

The grants will be provided by the financial intermediaries together with the loans, either as technical support for the preparation of an energy audit and/or as a capital rebate for the repayment of part of the loan following the completion of the investment and verification of the achieved results.

Eligible participants in the procedure are financial and/or credit institutions within the meaning of the Credit Institutions Act, or consortia including such institutions, operating in the territory of the Republic of Bulgaria.

This is the second procedure for the implementation of the instrument under the current 2021–2027 programming period. The instrument forms part of the Company's strategic plan to promote economic growth and innovation in Bulgaria, improve access to finance, and stimulate investment.
