The Fund of Funds (FoF) has selected DSK Bank for the implementation of the “Waste Management” financial instrument, with total public funding of EUR 14.4 million under the Environment Programme 2021–2027, co-financed by the European Union.
The instrument is structured as a risk-sharing financing facility, with the Programme resources covering up to 80% of the risk at loan level (up to a maximum of EUR 4.35 million per loan), while the selected financial intermediary is required to provide at least 20% co-financing. Support will be provided through investment loans and complementary working capital financing related to the implementation of the investment. The maximum repayment period is up to 20 years for investment loans and up to 5 years for working capital loans, including the possibility of a grace period of up to 3 years.
The instrument will support financially viable projects aimed at:
the construction, expansion and/or upgrading of municipal and regional systems for the separate collection and recycling of biodegradable waste;
increasing waste recycling capacity, including for municipal, industrial and construction waste;
other eligible activities in line with the objectives of the Environment Programme 2021–2027.
Final recipients include municipalities and their municipal enterprises, as well as private sector companies engaged in the recycling of non-hazardous waste, in accordance with the applicable regulatory framework.
The investment period under the “Waste Management” financial instrument runs until 31 December 2029.
